WHEREAS, At the City Council Finance, Economic, Development and <br />Technology Committee meeting on January 12, 2015, a group of residents and <br />business owners, represented by Building Healthy Communities, presented an item to <br />the Committee related to a Market Study for downtown Santa Ana for Wellness Goods <br />and Services and encouraged the City Council to adopt a resolution in support of <br />wellness concepts, including economic development strategies; and <br />WHEREAS, the City has held subsequent meetings with the proponents and has <br />reviewed and commented on a resolution proposed by the proponents; and <br />WHEREAS, on April 7, 2015 the City Council discussed at its regular meeting the <br />proposed wellness resolution and its discussions enabled staff to identify common <br />areas of interest concerning the proposed wellness resolution; and <br />WHEREAS, on May 19, 2015 the City Council further discussed the wellness <br />resolution proposal and approved a motion to direct staff to prepare a resolution and <br />analyze costs and implementation plans related solely to those portions of the proposed <br />resolution concerning support of: 1) Plaza Santa Ana to Plaza Calle Cuatro designation <br />and Calle Cuatro sub - designation for 4th Street; 2) support of a private mercadito; 3) <br />support of private microfarms; and 4) support of the creation of a committee to support <br />economic development ideas. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br />Section 1. Recognizing the historical and cultural significance of Calle Cuatro, <br />the City Council directs staff to take steps necessary to sub - designate the street name <br />signs along 4th Street between Ross and Grand Ave to add " Calle Cuatro" and to <br />designate Plaza Santa Ana to 'Plaza Calle Cuatro." <br />Section 2. Desiring to support the concept of a private mercadito, the City <br />Council directs staff to identify potential locations and to make future recommendations <br />for such properties to be utilized as a standing mercadito, with the primary goal of <br />creating opportunities for Santa Ana artisans, craft makers, and other neighborhood - <br />serving small businesses to market their products and services in such identified <br />location. <br />Section 3. Desiring creation of microfarms, the City Council directs staff to 1) <br />identify and analyze real property locations for potential microfarms and to 2) pursue a <br />long -term lease agreement with a non - profit as an incubator to a worker -owned <br />cooperative operated, by and for, low income families with the goal of identifying sites of <br />at least one -half an acre and to 3) be supportive of private proposals to develop <br />microfarms. <br />Resolution No. 2015- 024 <br />Page 2 of 3 <br />
