All revenues and receipts which <br />are not by this Charter, stete law, or ordinance pledged for special pur- <br />poses shall be credited to the General Fund. <br /> The City Council shall maintain a revolving fund to be known as <br />the "Stabilization Fund", for the purpose of placing the payment of <br />running expenses of the City during the fiscal year on a cash basis. A <br />reserve shall be built up in this fund from any available sources in an <br />amount which the City Council deems sufficient with which to meet all <br />lawful demands against the City for tho first five months, or other neces- <br />sary period, of the succeeding fiscal year prior to the receipt of ad <br />valorem tax revenues. Transfers may be made by the City Council from <br />such fund to any other fund or funds of such sum or sums as may be <br />required for the purpose of placing such funds, as nearly as possible on <br />· cash basis. All moneys so transferred from the Stabilization Fund shall <br />be returned thereto before the end of the fiscal year. <br /> <br /> Section 611. FUNDS: CAPITAL IMPROVEMENT FUNDS. A fund <br />for capital improvements generally is hereby created, to be known as <br />the "Capital Improvement Fund". The City Council may. create by <br />ordinance a special fund or funds for · special capital improvement <br />purpose. The City Council may levy and collect taxes for capital im- <br />provements end may include in tho ennual tax levy a levy for such <br />purposes, in which event it must apportion and appropriate to eny such <br />fund or funds tho moneys der;rod from such levy. it may not, in mak- <br />ing such levy, exceed the maximum tax rate provided for in this <br />Charter, unless authorized by the affirmative votes of a maiorlty of the <br />e~ectors voting on the proposltion at any election at which such ques- <br />tion is submitted. The number of years in which such increased levy is <br />to be made shall be specified In such proposition. The City Council may <br />transfer, subject to the provisions of this Charter, to any such fund any <br />unencumbered surplus funds remelning Qn hand in the City et any time. <br /> Once created, such fund shall remain inviolate for the purpose for <br />which it was created, and if for a special capital improvement, then for <br />such purpose only, unless the use of such fund for some other purpose <br />is authorized by the effirmatlve votes of · majority of the electors vot- <br />ing on such proposition at · general or speclsl election at which such <br />proposition is submitted. <br /> <br /> If the purpose for which eny capital improvement fund has been <br />created has been accomplished, the City Council may transfer any un- <br />expended or unencumbered surplus remaining in such fund to the fund <br />for capital improvements generafly, established by this Charter. <br /> <br /> Section 612. FUNDS: WORKING CAPITAL REVOLVING FUNDS. <br />The City Council may provide, by ordinance, for the establishment end <br />maintenance of working cap~t,,I funds for budgeted activities which are <br />largely of a service nature for off~ces, departments, or agencies of the <br />City. Such funds shall be operated on · revolving fund bisis. <br /> <br /> Section 613. CLAIMS AND TREASURY WARRANTS. Any claim <br /> against the City shall be in writing and may he in the form of a bill. <br /> <br /> <br />
