(h) Supervise the collection end disposition of all garbage and <br /> trash approv&d for municipal collection, whether such collection or dis- <br /> position is done by contractors or by City forces, and the cleaning of the <br /> streets of the City; <br /> <br /> (1) Supervise the maintenance of the streets of tho City including <br /> file pavement, sldowolks, and curbs; the operation and maintenance of <br /> the ornamental light system; the operation end maintenance of tho over. <br /> head street lighting system; and the cleaning of weeds from private lots <br /> as m&y be specified by ordJnince; <br /> <br /> (j) Control the excavation in City streets, the encroachment in the <br />streets, the movement of oversize loads over City streets, and the con- <br />ctructlon or maintenance by utility companies, other City departments, <br />or private citizens of structures or improvements in the streets; <br /> <br /> (k) Recommend to tho City Council through tho City Manager es <br />to (1) the amount of bond required to be given by public works con- <br />tractors; (2) tho approval or disapproval of such bonds prior to or at tho <br />time of executing contracts fur such work or Improvement; (3) the time <br />when such work or improvement shall commence; (4) the time within <br />which the same shall be completed; and (S) the extensions of time for <br />completion thereof by the contractor therefor (when such times are not <br />specified by ordinance). <br /> <br /> (1) Exercise all powers end duties that are now or may hereafter <br />be imposed by isw to estimate or determine the benefits, damages, and <br />costs incident to i proposed change of grade of, or any improvement of, <br />any public street. <br /> . Section 706. DIRECTOR OF RECREATION AND PARKS: POWERS <br />AND DUTIES. To become eligible for the position of Director of <br />Recreation and Parks, the person appointed by the City Manager subject <br />to the civil service provisions of this Charter shall he qualified by ex- <br />parlance in recreation and park administration. The Director of Recrea. <br />tlon and Parks shill hive power and be required to: <br /> <br /> la) Havo charge of the promotion, development, end administra- <br />tion of the recreation programs and park a~airs of the City under the <br />direction of the City Minager; <br /> lb) Develop, manage, and msintato recreation areas, parka, park- <br />ways, playgrounds, gardens, and other areas owned, leased, or used for <br />recreation purposes, and facilities in connection therewith; <br /> <br /> lc) Supervise recreation activities not conducted by the City but <br />conducted in parka and other recreation areas of the City; <br /> <br /> (d) Render Iondscopo development and maintenance services re- <br />quired by other City departments to the extent practicable; <br /> (e) Develop and carry out a planned program for beautification <br />of the City; <br /> (f) Look to tho Board of Recreation and Parks toy counsel and <br />idvico on public recreation and park matters; <br /> <br /> --25-- <br /> <br /> <br />
