REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 16, 2015 <br />TITLE: <br />AGREEMENT WITH NEWPORT BEACH <br />FOR AN ANALYSIS OF IMPEDIMENTS <br />TO FAIR HOUSING CHOICE <br />(STRATEGIC PLAN NO. 5, 1) <br />CITY MANAgR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />.-1009 s <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />_I'JI�IRu�TeTd :7 <br />Approve a Memorandum of Understanding agreement with the City of Newport Beach for an <br />Analysis of Impediments to Fair Housing Choice in the amount not to exceed $39,463, which <br />includes a $10,000 contingency, for the term of June 16, 2015 through May 31, 2016, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana participates in a Consolidated Plan process to receive Community <br />Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and <br />Emergency Solutions Grant (ESG) funding form the U.S. Department of Housing and Urban <br />Development (HUD). HUD Consolidated Plan regulations require that grantees conduct an <br />Analysis of Impediments to Fair Housing Choice ("Al"), take appropriate actions to overcome the <br />effects of impediments identified through that analysis, and maintain records reflecting the <br />analysis and actions. An AI is a document that analyzes local and regional housing <br />discrimination, and addresses actions that may be taken to overcome these discriminatory <br />housing policies and practices. <br />In an effort to minimize costs, the City participated in a transparent Request for Proposals (RFP) <br />process for the development of a regional AI to satisfy HUD requirements, along with fifteen other <br />Orange County cities that receive HUD funding. The cost of the regional At is based on the <br />population of each participating City, determined by the California Department of Finance data. <br />The RFP was developed and reviewed by all cities and released by the City of Newport Beach. <br />Two qualified proposals were received by the April 3, 2015 deadline. A rating team comprised of <br />staff representing the cities of Santa Ana, Anaheim, Newport Beach, Huntington Beach, Costa <br />Mesa, Mission Viejo and Rancho Santa Margarita rated the proposals, interviewed consultants, <br />and selected the most qualified consultant for the task.
