Agreement with the City of Newport Beach <br />for an Analysis of Impediments <br />June 16, 2015 <br />Page 2 <br />In an effort to facilitate the contracting process with GRC Associates, the City of Newport Beach <br />has taken the role as the lead agency that will enter into an agreement with GRC Associates. The <br />participating cities will then enter into Memorandum of Understanding agreements (MOU) with <br />the City of Newport Beach to pay for their portion of the cost. The total cost for the regional Al is <br />$186,000 and the cost per participating cities was determined by the 2014 California Department <br />of Finance Population Estimate. The participating cities includes: Anaheim, Buena Park, Costa <br />Mesa, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, La Habra, Lake Forest, <br />Mission Viejo, Newport Beach, Orange, Rancho Santa Margarita, San Clemente, and Tustin. <br />Approval of this MOU with the City of Newport Beach will allow for the preparation of the AI as <br />required by HUD. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 Community Health, Livability, Engagement <br />& Sustainability, Objective #1, (Establish a comprehensive community engagement initiative to <br />expand access to information and create opportunities for stakeholders to play an active role in <br />discussing public policy and setting priorities). <br />FISCAL IMPACT <br />Funding for this item is available in the Community Development Block Grant Payment to Other <br />Agencies Account (No. 13518780 - 69142) for fiscal year 2014 -15 in the amount of $29,463.
