REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 16, 2015 <br />TITLE: <br />AGREEMENT FOR BILL PRINT SERVICES WITH <br />INFOSEND, INC <br />{STRATEGIC PLAN NO. 7, 5F} <br />CITY MANAG <br />IJ*&]i!ihvi1- ►ID144:% III CG7►1 <br />CLERK OF COUNCIL USE ONLY: <br />UT100401411 1 <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 18' Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with InfoSend, Inc. <br />( "InfoSend ") extending the contract term through June 30, 2016, with the option to extend an <br />additional year (July 1, 2016 to June 30, 2017) upon a written request executed by the City <br />Manager, subject to non - substantive changes approved by the City Manager and City Attorney. <br />The extension of the agreement through June 30, 2016 totals $570,000 for various bill print <br />services including mailings related to Water Conservation and Water /Sewer Rate Adjustment <br />notices. <br />DISCUSSION <br />The Treasury and Customer Service Division ( "Treasury") is responsible for the billing and <br />payment processing for Municipal Utility Services accounts, Paramedic Subscription Services, <br />Dog Licenses, and Business License Taxes. On February 20, 2007, the City Council approved <br />an agreement with InfoSend, Inc. for bill printing, mailing and Electronic Bill Presentment and <br />Payment Services ( "EBPP "). InfoSend was determined to be the most cost - effective method for <br />printing of all Municipal Utility Service ( "MUS ") bills as well as processing e- payments. <br />Since fiscal year 2006 -07, Treasury, through InfoSend, has taken advantage of EBPP technology <br />to provide alternative service delivery process improvement options to customers relating to bill <br />presentment and payment. Bill print services utilizing EBPP include but are not limited to the <br />following: printing, processing and mailing, and electronic bill presentment and payment services. <br />In addition, the services encompass the following City Operations: Municipal Utility Services, Dog <br />License, Paramedic Subscription Services, and Business License and include miscellaneous <br />mailings of associated notices, advisories, form correspondence, City newsletters, and in the <br />case of Municipal Utility Services and Dog Licensing, on -line bill payment. <br />25H -1 <br />
