Page 1 of 17 HUD 52531A <br />Agreement, Part 1 of 2 <br />Previous Editions are obsolete <br /> Project-based Voucher Program <br />U.S. Department Of Housing And Urban Development <br />Office of Public and Indian Housing <br />SECTION 8 PROJECT-BASED VOUCHER PROGRAM <br />PBV AGREEMENT TO ENTER INTO <br />HOUSING ASSISTANCE PAYMENTS CONTRACT <br />NEW CONSTRUCTION OR REHABILITATION <br />PART I <br /> <br /> <br />1.1 Parties <br />This Agreement to Enter into Housing Assistance Payments Contract (“Agreement”) is <br />entered into between:(“PHA”) and <br />(“owner”). <br />1.2 Purpose <br />The owner agrees to develop the Housing Assistance Payments Contract (“HAP <br />contract”) units to in accordance with Exhibit B to comply with Housing Quality <br />Standards (“HQS”), and the PHA agrees that, upon timely completion of such <br />development in accordance with the terms of the Agreement, the PHA will enter into a <br />HAP contract with the owner of the contract units. <br />1.3 Contents of Agreement <br />This Agreement consists of Part I, Part II and the following Exhibits: <br />EXHIBIT A: The approved owner’s PBV proposal.
