Organizational Background <br />CSG Advisors Incorporated is an independent financial advisory firm highly specialized in housing <br />finance for public agencies. We provide a wide range of financial advisory, program design and real <br />estate finance services to state and local agencies responsible for housing, redevelopment and <br />community development. <br />History. CSG Advisors was incorporated in 1999 as successor to the financial advisory practice of <br />Caine Gressel Midgley Slater and before that CGMS Incorporated and Gressel Gressel Slater. Gene <br />Slater, the Chairman of CSG, has been a founding principal of these firms throughout, beginning in <br />1978. <br />Type of Organization. CSG is a subchapter S corporation, registered in Delaware, The firm is <br />entirely owned by its employees. <br />Firm's (,qualification for the Proposed Services We have served as financial advisor on over 3,000 <br />housing financings totaling more than $75 billion throughout the United States. CSG Advisors also <br />assists in the design and implementation of public - private real estate transactions, local government <br />programs, asset management and work -outs and negotiation and structuring of low- income housing tax <br />credits. <br />Housing Bond Expertise. CSG is the leading advisor in both the United States and California <br />on housing bond issues. Attached are the national rankings from Securities Data. (Appendix 1: <br />Financial Advisor Rankings). In our work, we have seen nearly every combination of financing <br />sources and challenges and apply that knowledge to our current tasks. <br />• California Local Experience. CSG has provided financial advice to many California housing <br />agencies - including Alameda County, - Anaheim,- Fresno- -City and -- County- Housing Authorities, <br />Fontana, Hayward, Los Angeles City, Housing Authority of City of Los Angeles, County of Los - <br />Angeles, Oceanside, Ontario, Orange County, Sacramento, San Bernardino County, San Diego, <br />San Francisco, San Jose, Santa Ana and the Housing Authority of Santa Clara County. <br />Registered Municipal Advisor. We are a registered Municipal Advisor with both the Securities <br />Exchange Commission and the Municipal Securities Rulemaking Board, and can thus serve as <br />independent registered municipal advisor on all bond issues. <br />Work for Public Agencies. As an independent firm, we solely represent the interests of the <br />public sector client in each transaction, We do not underwrite bonds, and can independently <br />advise our clients in selecting, working with and evaluating a variety of underwriters. We do not <br />promote or "sell" particular financial ideas or products, but help our clients systematically evaluate <br />the full range of choices available. <br />• National Recognition. We were selected and served as HUD's national financial consultant on <br />housing rehabilitation programs and on complex multi - family bond refundings, as the Resolution <br />Trust Corporation's national financial advisor of all tax-exempt assets including 800 multi- family <br />bond issues and as national expeditor to HUD on sonic of its most troubled and complex public <br />housing redevelopment projects.
