2. No employee shall have a right to accumulate or split his or her <br />vacations, but the same may be allowed or required by the <br />Department Head. The time at which an employee shall take <br />his or her vacation shall be determined by the Department <br />Head, with due regard for the wishes of the employee and <br />particular regard for the needs of the service. <br />3. A period of earlier service does not apply toward vacation <br />accumulation when an employee has had a break in <br />continuous service, unless the break in service is concluded by <br />reappointment, as provided in Section 9-114 of the Civil Service <br />Rules and Regulations, or by reemployment from layoff within <br />one (1) year, Leave of absence without pay, as provided in <br />Article Xl, Section 11.1E (Sick Leave - Extended), Article XI, <br />Section 11.8 (Aufhorized Absence Without Pay - Long Term) and <br />Article XXI, Section 21.2 (Catastrophic Leave Donation) herein, <br />does not constitute a break in continuous service as used in this <br />section; however, the leave of absence period shall not be <br />applied toward the accumulation of vacation. Absence on <br />military leave followed by reinstatement, as provided in Section <br />9 -143 of the Civil Service Rules and Regulations, does not <br />constitute a break in service, and the period of absence on <br />such military leave shall be applied toward the accumulation of <br />vacation. <br />Vacation Buy -Back. Employees covered by this agreement are <br />eligible to require the City to buy -back up to eighty (80) hours of their <br />banked vacation per calendar year. <br />10.3 Longevity Vacation. <br />A. Longevity vacation accrual shall be operative only through December <br />31, 2015. Effective January 1, 2016, vacation accrual shall be <br />governed solely by Section 10.2 <br />B. Each permanent employee is granted additional work days of <br />vacation leave with pay for each completed year of full -time, <br />continuous city service as set forth in the following table.
