Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />BRIDGE PREVENTIVE MAINTENANCE PROGRAM <br />RFP NO.: 15 -047 <br />Introduction and Background: <br />The City of Santa Ana is issuing this Request for Proposals (RFP) from qualified professional engineering <br />consulting firm to prepare a development of the Bridge Preventative Maintenance Program listing for the City <br />of Santa Ana Public Works Agency. <br />The purpose of the BPMP is to extend the life of local agency bridges by performing certain qualifying items of <br />work approved by the Federal Highway Administration (FHWA) classified as preventative maintenance. Our <br />goal is to utilize the BPMP to extend the life of City bridges and identify those that are within and/or beyond <br />preventative maintenance countermeasures. The City of Santa Ana has applied for and received Federal HBRR <br />funding to develop a BPMP for City owned structure bridges. <br />Description of Work: <br />1. Purpose and Project Overview <br />The City of Santa Ana is inviting qualified consulting civil and structure engineering firms to submit a <br />proposal to provide engineering services for the preparation and development of a BPMP listing along <br />with a cost estimate for all City maintained bridges (see location map and listing on Appendix 4). This <br />project is funded by the Highway Bridge Program (HBP) and administered by Caltrans Local <br />Assistance. The objective of the BPMP is to identify which of City bridges qualify for bridge <br />maintenance countermeasures. <br />Consultant must be familiar with the guidelines and requirements of the HBP as administered by <br />Caltrans. The City reserves the right to adjust the scope of services as deemed appropriate and <br />necessary. The City's consultant is expected to scope the project based on descriptions provided herein, <br />as well as its team's subsequent site inspections and required tasks associated with maintenance <br />countermeasures. <br />2. Bridge Preventative Maintenance Program (BPMP) <br />Bridge Preventative Maintenance Program (BPMP) shall commence with a preliminary assessment of all <br />City's maintained bridge structures. The assessment shall determine which structures require work items <br />eligible for HBP reimbursement under preventative maintenance. <br />The following is an abbreviated list of specific qualifying maintenance work items as defined by FHWA: <br />1.
