REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 4, 2015 <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING <br />WITH THE CONFIDENTIAL ASSOCIATION <br />OF SANTA ANA (STRATEGIC PLAN NO. <br />7,6) <br />a0 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />'=• <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 r Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Confidential Association of Santa Ana, subject to non - substantive <br />changes approved by the City Manager and City Attorney, regarding wages and other terms and <br />conditions of employment for a two -year period beginning on July 1, 2015 and ending June 30, <br />2017. <br />DISCUSSION <br />The City and the Confidential Association of Santa Ana (CASA) recently completed contract <br />negotiations, resulting in a new Memorandum of Understanding. The provisions of this <br />agreement include: <br />1) Term: A two -year term, from July 1, 2015 through June 30, 2017. <br />2) Salary Increase: A 2.5% increase on both July 1, 2015 and July 1, 2016 with a "me too" <br />guarantee to receive a higher salary increase if any other bargaining unit negotiates a <br />greater increase. <br />3) Contract Reopener: Either City or CASA may request discussion on alternative options for <br />health care coverage should there be a change in the law (i.e., the Affordable Care Act) <br />that impacts future medical plan offerings. <br />4) Vacation: Effective January 1, 2016, regular and longevity vacation shall be combined into <br />one bank of leave time. <br />5) Vacation Cash Out: Maximum cash out shall be increased from 60 hours to 80 hours. <br />25G -1 <br />
