2015 Orange County Children's Therapeutic Arts Center <br />Youth Employment Program - WIOA Proposal <br />becoming a successful, independent learner in the subject matter. The purpose of tutoring <br />sessions will be to increase and enhance mastery of grade -level reading comprehension <br />skills, writing abilities and math. Time allocation for this program is 28% for the literacy <br />coach and 28% for the math coach - see budget narrative. <br />3. Past experience with WIOA programs or other youth programs - OCCTAC has been serving <br />Santa Ana youth since the year 2000. For the past 15 years, OCCTAC has provided a wide <br />variety of programs to the community, and served students of all ages, including young <br />children and older youth (with and without disabilities). OCCTAC has operated WIA/WIOA <br />programs for almost 10 years, since the year 20051 Every year our program grows and <br />demonstrates success with our WIA participants. We are very proud and excited to see the <br />successes and great outcomes of our WIA youth, year after year. <br />4. What kind of impact has your organization made on the youth community - OCCTAC has <br />had a tremendous impact on the Santa Ana youth community! We are very proud of our <br />accomplishments throughout the years, and especially our success stories with our "WIA <br />Youth"! As stated before, OCCTAC is committed to empowering youth with disabilities, <br />foster youth and high school drop-out students, so they can reach their fullest potential in <br />life. Through our innovative approach which combines the arts, education, health and <br />technology programs, participants are motivated, engaged and involved in a variety of <br />programs at OCCTAC. In 2013-14 our WIA participants attained employment/entered <br />education at a rate of 73%, attained a credential at a rate of 67%, and attained Literacy and <br />Numeracy gains a rate of 95%1 These outcomes demonstrate the commitment and <br />dedication of our wonderful WIOA program staff. <br />2. Proposed Program: <br />A. Provide an overview of the program's main objectives. - The WIOA program is an extension of <br />our current educational services provided to older youth (with and without disabilities); it <br />empowers and educates youth, and provides life changing opportunities. OCCTAC has been <br />working with WIOA participants since 2005. The WIOA program at OCCTAC will provide all 10 <br />WIOA elements, including educational services, job training, paid work experience, adult <br />mentoring, literacy and math tutoring, career & educational counseling, alternative secondary <br />school services, support services, certificate programs, leadership opportunities, and follow-up <br />services. The basic program will take place primarily at our community-based center in Santa <br />Ana. Participants will engage in a variety of educational and job training activities, including <br />classroom and workshop instruction. Participants will be required to meet individually with key <br />staff, participate in daily and weekly educational trainings, and monthly workshops. Also, WIOA <br />participants will also engage in weekly "hands-on" work experience and job training <br />opportunities at our agency and other offsite job trainings in the community.
