WIOA is designed to help job seekers access employment, education, training, and
support services to succeed in the labor market and to match employers with the skilled workers
they need to compete in the global economy. WIOA supersedes the Workforce Investment Act
of 1998 and is the first legislative reform of the public workforce system in 15 years. The Act
takes effect on July 1, 2015 with the Department of Labor responsible for its implementation.
California is a direct recipient of WIOA funding and contracts with designated Local Workforce
Development Areas (LWDA) to address workforce needs of employers and the community.
55A -1
