• Providing for the regular training, testing, and exercising of COOP personnel, <br />systems, and facilities <br />• Providing for reconstitution of agency capabilities and transition from continuity <br />operations to normal operations <br />• Identifying resources for medical supplies necessary to support children during an <br />emergency, including pharmaceuticals and pediatric -sized equipment on which first <br />responders and medical providers are trained <br />• Ensuring subject matter experts, durable medical equipment, consumable medical <br />supplies and other resources required to assist children and adults with disabilities to <br />maintain health, safety and usual levels of independence in general population <br />environments <br />• Developing and implementing a community preparedness strategy for the State /local <br />jurisdiction <br />• Building and expanding governance structures to: <br />- Include representatives from multiple agencies, jurisdictions, disciplines, levels of <br />government, Tribes, rural areas, subject matter experts, and private industry <br />- Integrate statewide leadership and governance structures into broader statewide <br />Planning efforts (e.g., statewide broadband planning activities, grants coordination <br />activities, needs assessments) to ensure emergency communications needs are <br />represented <br />- Conduct outreach and education on emergency communications needs and <br />initiatives to stakeholder groups <br />• Establishing, expanding, and maintaining volunteer programs and volunteer recruitment <br />efforts that support disaster preparedness and /or response <br />- Allowable volunteer programs and efforts include, but are not limited to: Citizen <br />Corps Councils, partners, and affiliates; CERTs; Fire Corps; Medical Reserve <br />Corps (MRC); Neighborhood Watch/USAonWatch; Volunteers in Police Service <br />(VIPs); and jurisdiction- specific volunteer programs and efforts. <br />Establishing and sustaining Citizen Corps Councils <br />Working with youth- serving organizations and houses of worship to develop and sustain <br />youth and faith -based preparedness programs <br />Additional Planning Information <br />The National Preparedness Directorate (NPD) offers technical assistance (TA) that is designed to <br />provide grantees and sub - grantees with specialized expertise to improve their emergency plans <br />and planning, TA deliveries are designed specifically to improve and enhance the continuing <br />development of state and local emergency management across the five mission areas of the <br />National Preparedness Goal and across all core capabilities. TA provides the opportunity to <br />engage emergency managers, emergency planners, aril appropriate decision - makers in open <br />discussion of options to improve plans and planning in light of their jurisdiction's needs. There is <br />no cost to approved jurisdictions for FEMA TA. <br />TA deliveries combine current emergency management best practices with practical <br />consideration of emerging trends, through discussion facilitated by FEMA contract specialists <br />and with the support of FEMA Region operational specialists.
