Section 1— OVerviamr <br />2019 <br />Federal In March 2014, the U.S, Department of Homeland Security (DHS)/Fm� ederal <br />Funding Emergency Management Agency (FEMA) issued the FY14 Flon- celand Security <br />Opportunity Grant Program, Funding Opportunity Announcement (FOA) available for <br />Announcement download at: httn / /www fema.a___4v /fy- -9014- homeland- sectvit -rant_ ro am_ <br />hseu. <br />Information <br />Bulletins <br />DHS issues Information Bulletins to provide updates, clarification, and <br />requirements <br />new <br />throughout the life of the grant, Information Bulletins may be <br />obtained at htto• / /www,fema <br />eov /grants / r f ouate <br />information�tms. <br />Purpose of the <br />California <br />The 2014 California Supplement to the Federal Funding Opportunity <br />Announcement and application <br />Supplement <br />kit is intended to complement, rather than <br />replace, the Guidance published by DHS, The Supplement will emphasize <br />differences <br />the <br />between the FY 13 and FYI 4 Homeland Security Grant Programs <br />(HSGP), and will include additional California <br />policies and requirements <br />applicable to the FYI4 HSGP. <br />Grant <br />Management <br />Cal OES also issues Grant Management Memoranda (GW /is) that provide <br />additional information regarding <br />Memoranda <br />HSGP funds. GMMs can be located at: <br />htt b/3 vcvw, caloes.ca.eev /GrantsProcessin <= Pa es /Grant <br />Memos asnx, -Nana ement- <br />Eligible <br />Sub rantees <br />Eligible applicants, referred to as Sub grantees, antees, differ for each program. <br />Generally, e ligible HSGP <br />Subgr<mtees include; <br />Operational Areas (OA) <br />Includes Native American Tribes- represented by a single <br />coordinating group <br />Urban Areas Security Initiative (UASI) Jurisdictions <br />State Agencies (SA), Departments, Commissions, Boards, etc. who have <br />or can obtain, appropriate state Department of Finance budget authority <br />for awarded funds <br />Native Federal FYI <br />American 'ant guidance strongly encourages Cal OES to provide access to <br />HSGP finds direotly to Native American Tribes in California. To implement this <br />Allocations requirement, a single coordinating group representing the California tribes will <br />be eligible to receive a share of this finding on a base plus population basis. To <br />submit an application for finding, California's I I I tribes shall develop a single <br />coordinating group that represents all or substantially all of the tribes, The single <br />coordinating group shall have until October 1, 2014 to submit to Cal OES its <br />membership, organizational structure and plan for developing coordinated <br />funding priorities among all or substantially all of the California Tribes. <br />
