Page 41. <br />All Subgrantees are encouraged to coordinate with Tribal Governments <br />to <br />ensure that Tribal needs are considered in the Subgrantea applications, I <br />Subgrantee <br />r'Ulocations <br />FYI Homeland Security Grant Program (HSGP) Subgramee allocations are <br />included in Appendix A. <br />All HSGP - funded work must completed within the <br />subgramee performance period. <br />NEVIS <br />Implementation <br />Prior to allocation of any federal preparedness awards in FY14, grantees must <br />ensure and maintain adoption <br />and implementation of the National Incident <br />Management System (NIMS). Additional information can be found <br />at <br />htt2: / /wwwfem`<eov /Ddt7emermency /mints /nims alert crud � rid elute nd f <br />Supplanting <br />Grant funds must be used to supplement existing funds, not replace (supplant) <br />funds that have been appropriated <br />for the same pmpose. Subgrantees will be <br />required to supply documentation certifying that a reduction in non - federal <br />resources <br />occurred for reasons other than the receipt or expected receipt of <br />federal funds .2 <br />Public/Private <br />Organizations <br />Subgrantees may contract with any other public or private organizations to <br />perform eligible activities <br />on approved projects. <br />Debarred/ <br />Suspended <br />Subgrantees must not make or permit any award (subgrant or contract) at any <br />tier to any party that is debarred, <br />Parties <br />suspended, or otherwise excluded from, or <br />ineligible for, participation in federal assistance programs.
