during the Pro-planning meeting. Failure to submit the After Action report in a timely manner <br />may prevent the approval of fitture operations requests. <br />IV. Operational roles and responsibilities <br />In order to achieve unity of effort, it is essential that each participant know the roles and <br />responsibilities within the IPT. <br />The BP sector's Chief Patrol Agent, or his/her designee, will: <br />Coordinate and chair the area Integrated Planning Team's meetings <br />Coordinate with all interested and eligible State, local, and Tribal agencies in the sector's <br />area of operation during the open period of the OPSG application process by: <br />- Assisting applicants in completing the operations planning portion of the <br />application, which is similar to the Operations Order used by the Border Patro12 <br />- Forwarding the approved operation portion of the application to CBP/BP <br />Headquarters, as well as to the SAA to complete the application process set by <br />FEMA/GPD <br />Following the announcement of grant awards, coordinate and chair a meeting with State, <br />local, and Tribal agencies that received OPSG awards to develop an individualized <br />campaign plan. This includes: <br />- Working with State, local, and Tribal agencies, along with other Federal law <br />enforcement agencies to determine the dates, focus, and needs of each tactical <br />operational period, ensuring that each operation has a nexus to border security; <br />- Receiving the first periodic operations order from the State, local, and Tribal <br />agencies and ensuring that the operation is conducted as outlined in Section 1; <br />- Monitoring and supporting the Operational Cycle throughout the performance <br />period; <br />- Ensuring Daily Activity and After Action Reports are submitted by State, local <br />and Tribal agencies in the proper format and within the established timeframes; <br />- Providing instruction, when possible, to State, local and Tribal agencies regarding <br />techniques, methods and trends used by transnational criminal organizations in <br />the area; and <br />- Providing a single point of contact to participants as a subject matter expert in <br />OPSG that can coordinate, collect, and report operational activities within the <br />established reporting procedures. <br />The State, local or Tribal agency lead, or their designee, will: <br />Coordinate with the SAA on all grant management matters, including but not limited to <br />the development and review of operations orders, expenditure of funds, allowable costs, <br />reporting requirements; <br />2 This will not be entered into the Border Patrol Enforcement Tracking System (BPETS). <br />80 <br />Appendix E - FY 2014 HSGP, OPSG Operational Guidance <br />
