Communities express resource requirements <br />as a list of resources needed to successfully manage their threats and hazards. Through the <br />capability estimation process, jurisdictions should identify the resources from across the whole <br />community needed to meet capability targets. Each jurisdiction should decide which <br />combination of resources is most appropriate to achieve its capability targets. <br />Reporting <br />• UASIs are required to submit an annual update to their THIRA. UASIs will submit <br />their THIRA to the designated State Administrative Agency. THIRA submissions <br />shall be in alignment with CPG 201, Second Edition, The Urban Area should <br />coordinate internally to ensure its submission represents all jurisdictions within the <br />UASI program, UASI submissions of the THIRA are due no later than December 31, <br />2014. <br />• States are required to submit an annual update to their THIRA. States will submit <br />their THIRA update along with their annual SPR through the Unified Reporting Tool <br />(URT) and email a copy of the URT to their respective FEMA Regional Federal <br />Preparedness Coordinator and copy Fema -spr Yema dhs aov. THIRA submissions <br />shall be in alignment with CPG 201, Second Edition. State submissions of the <br />THIRA and SPR are due no later than December 31, 2014. The State should <br />coordinate with each eligible Urban Area to ensure that the UASI TIIIRA <br />submissions occur in advance of this deadline, as the State must include the Urban <br />Area's input when conducting the statewide SPR assessment. <br />Building and Sustaining Capabilities <br />HSGP program gMtces should ensure that grant funding is utilized to sustaLu critical core <br />capabilities within the National Preparedness System that were funded by past HSGP funding <br />cycles to include training of personnel and lifecycle replacement of equipment. New capabilities <br />should not be built at the expense of maintaining current and critically needed core capabilities. <br />If new core capabilities are being sought utilizing HSGP funding, grantees must ensure that the <br />capabilities are deployable outside of their community to support regional and national, efforts or <br />otherwise shareable with regional partners and aligned with a capability gap identified in the <br />THIRA /SPR. All capabilities being built or sustained must have a clear linkage to one or more <br />core capabilities in the Goal. <br />NINIS Compliance <br />Grantees receiving HSGP funding are required to implement the National Incident <br />Management System (NIMS). The NIMS uses a systematic approach to integrate the best <br />existing processes and methods into a unified national framework for incident management, <br />Incident management refers to how incidents are managed across all homeland security <br />activities, including prevention, protection, and response, mitigation, acrd recovery. FY 2014 <br />grantees must utilize standardized resource management concepts such as typing, <br />inventorying, organizing, and tracking resources that facilitates the identification, dispatch, <br />deployment, and recovery of their resources. <br />34 <br />Appendix B-- FY2014 HSGP Priorities <br />
