Fusion Centers <br />DHS has identified State and major Urban Area fusion centers as a critical component of our <br />Nation's distributed homeland security and counterterrorism architecture. They provide <br />grassroots intelligence and analytic capabilities within the state and local jurisdiction <br />(ham: / /vvvvw.dhs eov /state- and- inajor- urban - area - fusion- centers). To that end, DHS <br />preparedness grants will continue to support designated State and major Urban Area fusion <br />centers htt :11www.dhs.eovlrrsiorr- center- lacatioru- and - contact - information) and the <br />maturation of the Information Sharing Environment (ISE). <br />A National Network also provides a mechanism for the Federal government to receive <br />information from State, Local, territory and Tribal partners, which helps create a more <br />complete threat picture at the National level. Participating in the Nationwide SAR Initiative <br />enables fusion centers to receive and analyze suspicious activity reporting from frontline <br />public safety personnel, the private sector, and the public, and ensure the sharing of SAR with <br />the Federal Bureau of Investigation's Joint Terrorism Task Forces for further investigation. <br />The 2010 National Security Strategy identifies fusion centers as critical in enlisting all of our <br />intelligence, law enforcement, fire service, emergency management, and homeland security <br />capabilities to prevent acts of terrorism on American soil. <br />In support of this strategic vision, the Department of Homeland Security's Office of <br />Intelligence & Analysis (DHS I &A) is requiring designated State and major Urban Area <br />fission centers to participate in an annual assessment of their achievement of Critical <br />Operational Capabilities (COCs) and Enabling Capabilities (ECs), as detailed in the Global <br />Justice Information Sharing Initiative's (Global) Baseline Capabilities for State and Mcjor <br />Urban Area Fusion Centers. <br />As maturation of the National Network continues to be a high priority in FY 2014, DHS is <br />requiring that all fission center related funding requests be consolidated into a single (1) <br />Investment for States or Urban Areas in which designated fusion centers reside, and this <br />Investment must address funding support for the designated fusion center. The single <br />Investment provides state and urban areas a means to centrally manage and report on fusion <br />center related activities. Grantees must coordinate with the fusion center when developing <br />a fusion center Investment prior to submission, and the Investment must directly align <br />to and reference any capability gaps identified during the center's individual 2013 <br />Fusion Center Assessment Report. In particular, each proposed project included in the <br />fusion center Investment must reference the corresponding COC or EC, as well as <br />associated attribute(s), the funding investment is intended to address. Additionally, any <br />jurisdiction or agency that leverages FISGP funds to support intelligence- or fusion process - <br />related activities (i.e., intelligence unit, real time crime information and analysis centers, etc.) <br />must ensure these efforts are integrated and /or coordinated with the respective designated <br />State or major Urban Area fusion center(s). <br />In order to effectively measure implementation of this priority, designated State and major <br />Urban Area fusion centers leveraging SHSP and /or UASI grant funds will be evaluated based <br />upon compliance with the guidance and requirements for the National Network of Fusion <br />Centers as set forth by the DHS Office of Intelligence and Analysis through the annual Fusion <br />Center Assessment Program. <br />35 <br />Appendix B— FY20t4 HSGP Priorities <br />
