performance of FEMA - approved activities specified in this guidance. Overtime <br />associated with any other activity is not eligible. <br />Baclfiil- related Overtime. Also called "Overtime as Backfill," these expenses are limited <br />to overtime costs which result from personnel who are working overtime (as identified <br />above) to perform the duties of other personnel who are temporarily assigned to FEMA- <br />approved activities outside their core responsibilities. Neither overtime nor backfill <br />expenses are the result of an increase of FTE employees. <br />SiTplanting. Grant funds will be used to supplement existing funds, and will not replace <br />(supplant) fimds that have been appropriated for the same purpose. Applicants or <br />grantees may be required to supply documentation certifying that a reduction in non- <br />Federal resources occurred for reasons other than the receipt or expected receipt of <br />Federal funds. <br />Operational Packages (OPacks) (SHSP and UASI) <br />Applicants may elect to pursue operational package (OPack) funding, such as Canine Teams, <br />Mobile Explosive Screening Teams, and Anti - Terrorism Teams, for new capabilities as well as <br />sustain existing OPacks. Applicants must commit to minimum training standards to be set by the <br />Department for all Federally funded security positions. Applicants must also ensure that the <br />capabilities are able to be deployable, through EMAC, outside of their community to support <br />regional and national efforts. When requesting OPacks- related projects, applicants must <br />demonstrate the need for developing a new capability at the expense of sustaining existing core <br />capability. <br />Western Hemispheric Travel Initiative (SHSP) <br />In addition to the expenditures outlined above, SHSP funds may be used to support the <br />implementation activities associated with the Western Hemisphere Travel Initiative (WHTI), <br />including the issuance of WHTI - compliant Tribal identification cards. More information on the <br />WHTI may be found at http //`vtivvv dhs /files /protrryLms /gc IZ00693579776slim or <br />1 11 <br />Other Secure Identification Initiatives (SHSP) <br />SHSP funds may also be used to support the Department's additional efforts to enhance secure <br />identification, including driver's license and identification security enhancements. Activities that <br />facilitate secure identification, including IT enhancements for identification management and <br />verification systems are a priority. DHS is currently developing and implementing a number of <br />screening programs in which secure identification credentials figure prominently. These include <br />the Transportation Worker Identification Credential (TWIC) program which promotes tamper - <br />resistant biometric credentials for workers who require unescorted access to secure areas of <br />ports, vessels, outer continental shelf facilities, and all credentialed merchant mariners; and the <br />credentialing of first responders which entails enhancing real -time electronic authentication of <br />identity and attribute(s) (qualification, certification, authorization, and /or privilege) of <br />emergency response /critical government personnel responding to terrorist attacks or other <br />catastrophic events. <br />55 <br />Appendix C— FY2014 HSGP Funding Guidelines <br />
