States may continue implementing activities previously funded through the Driver's License <br />Security Grant Program (DLSGP) that focus on securing driver's license and identification card <br />issuance processes. Initiatives related to securing identification should: <br />• Have the greatest impact upon reducing the issuance and use of fraudulent driver's <br />license and identification cards; <br />• Reduce the cost of program implementation for individuals, States, and the Federal <br />government; <br />• Driver's license identification material requirements; <br />• Expedite State progress toward meeting minimum security standards; and <br />• Plan and expedite State - specific activities to support Federal data and document <br />verification requirements and standards. <br />Operations (OPSG) <br />The intent of OPSG is to focus on operational aspects of enhancing coordination between <br />Federal, State, local, Tribal, and territorial law enforcement agencies to increase the security of <br />the United States borders, <br />+ Operational Overtime, OPSG funds may be used for operational overtime costs <br />associated with law enforcement activities, in support of border law enforcement <br />agencies for increased border security enhancement. At the request of a grant recipient, <br />the FEMA Administrator may waive the 50 percent (50 %) personnel cap, Waiver <br />decisions are at the discretion of the FENIA Administrator and will be considered on a <br />case -by -case basis. A formal OPSG personnel waiver request should: <br />- Be requested on official letterhead, include a written justification, and be signed <br />by the local jurisdiction; <br />- Include a budget and method of calculation of personnel costs both in percentage <br />of the grant award and in total dollar amount. To avoid supplanting issues, the <br />request must also include a three -year staffing history for the requesting entity; <br />- Include an approved Operations Order from the CBP/BP Sector office which <br />supports the local jurisdiction's written justification; <br />- Be coordinated with the CBP Sector, SAA, and OBP; and <br />- Be forwarded electronically by CBP to FENIA. <br />• Part Time Personnel. OPSG funds may be used to pay additional current part time law <br />enforcement personnel salaries in order to bring them to temporary full time status. <br />• Travel, Per Diem, and Lodging, Travel and per diem include costs associated with the <br />deployment/redeployment of personnel to border areas and for travel associated with law <br />enforcement entities assisting other local jurisdictions in law enforcement activities. In <br />addition, costs to support up to six month deployment of law enforcement personnel to <br />critical Southwest Border locations to support operational activities (travel costs must be <br />in accordance with applicable travel regulations). <br />• Vehicle and Equipment Rentals. <br />• Vehicle /Equipment Maintenance, <br />• Reel Cost and /or Mileage Reimbursement, There is no cap for reimbursement of <br />operational activities. <br />56 <br />Appendix CFY2014 HSGP Funding Guidelines <br />
