- Developing preparedness plans for child congregate care facilities, including <br />group residential facilities, juvenile detention facilities, and public /private child <br />care facilities <br />- Developing plans to educate youth on disaster preparedness <br />- Ensuring jurisdiction EOPs adequately address wamings, emergency public <br />information, evacuation, sheltering, mass care, resource management from non- <br />governmental sources, unaffiliated volunteer and donations management, and <br />volunteer resource integration to support each Emergency Support Function, to <br />include appropriate considerations for integrating activities, materials, services, <br />tools and equipment to achieve planning inclusive of people with disabilities <br />(physical, programmatic and communications access for people with physical, <br />sensory, mental health, intellectual and cognitive disabilities). Developing and <br />implementing civil rights, civil Iiberties, and privacy policies, procedures, and <br />protocols <br />- Designing and developing State, local, Tribal, and territorial geospatial data <br />systems <br />- Developing and implementing statewide electronic patient care reporting systems <br />compliant with the National Emergency Medical Services Information System <br />(NEMSIS) <br />- Costs associated with inclusive practices and the provision of reasonable <br />accommodations and modifications to provide full access for children and adults <br />with disabilities <br />Preparing and submitting SCIPs for SHSP, Preparing and submitting reports to the Office <br />of Emergency Communications (OEC) on progress of implementing that State's SCIP <br />and achieving interoperability at the interstate, State, county, regional, and city levels <br />Updating and implementing SCIP and TICP to: <br />- Address findings and gaps identified in AARs from real world incidents and <br />planned exercises, NECP Goal assessments, other State -level preparedness reports <br />and assessments <br />- Incorporate the National Preparedness System and DHS Whole Community <br />initiatives <br />- Address plans for implementation of the Federal Communications Commission <br />(FCC) narrowband requirements <br />- Describe strategic broadband planning activities and initiatives in preparation for <br />the future deployment of the Natiomvide Public Safety Broadband Network <br />(NPSBN) <br />Developing or conducting assessments, including but not limited to: <br />- Developing pre -event recovery plans <br />- Conducting point vulnerability assessments at critical infrastructure sites /key <br />assets and develop remediation/security plans <br />- Participating Regional Resiliency Assessment Program (RRAP) activities <br />- Conducting or updating interoperable emergency communications capabilities <br />assessments at the local, regional, or Statewide level (e.g., Communications <br />Assets and Mapping [CASH]) <br />- Developing border security operations plans in coordination with CBP <br />62 <br />Appendix C— FY2014 HSGP Funding Guidelines <br />
