(b) In the following parking meter zones effective parking hours shall be as <br />follows: <br />(1) Willard Zone. The provisions of this article relating to the operation of <br />parking meters shall be effective only between the hours of 8:00 a.m. <br />and 8:00 p.m. on Monday, Tuesday, Wednesday, Thursday and Friday <br />of each week, except such parking limitations shall not be operative on <br />any legal holiday. Further limitations of the hours of operation shall be <br />effective only when appropriate signs giving notice thereof are affixed <br />to specific parking meters. <br />(2) Midtown Zone. The provisions of this article relating to the operation of <br />parking meters shall be effective only between the hours of 8:00 a.m. <br />and 8:00 p.m. on Monday, Tuesday, Wednesday, Thursday, Friday <br />and Saturday of each week, except such parking limitations shall not <br />be operative on any legal holiday. Further limitations of the hours of <br />operation shall be effective only when appropriate signs giving notice <br />thereof are affixed to specific parking meters. <br />(3) Downtown Zone. The provisions of this article relating to the operation <br />of parking meters shall be effective only between the hours of 8:00 <br />a.m. and 10:00 p.m. on Monday, Tuesday, Wednesday, Thursday, <br />Friday and Saturday of each week, except such parking limitations <br />shall not be operative on any legal holiday. Further limitations of the <br />hours of operation shall be effective only when appropriate signs giving <br />notice thereof are affixed to specific parking meters. <br />(c) Legal holiday shall be defined as those legal holidays observed by city <br />employees as identified in section 9 -135 of the Santa Ana Municipal Code. <br />(d) The executive director of the finance and management services agency or <br />designee is authorized to place signs or markings, on or immediately <br />adjacent to parking meters, prohibiting parking in excess of twelve (12) <br />minutes, fifteen (15) minutes, twenty -four minutes (24), thirty (30) minutes, <br />one (1) hour, two (2) hours, three (3) hours or four (4) hours on any <br />portion of any street within such parking meter district zone, for any time <br />period up to and including twenty -four (24) hours per day. Such <br />restrictions may be limited so as not to apply on specified days. <br />SECTION 5. Section 36 -403 of the Santa Ana Municipal Code is hereby deleted in <br />its entirety such that it reads as follows: <br />Sec. 36 -403. - RESERVED. <br />SECTION 6.
