REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 1, 2015 <br />TITLE: <br />AGREEMENT WITH KTU +A FOR CENTRAL <br />SANTA ANA COMPLETE STREETS PLAN <br />{STRATEGIC PLAN NO. 5, 6B} <br />CITY MANAGE <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with KTU +A, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney, to provide transportation /traffic <br />planning and engineering services for a two -year period expiring August 31, 2017, with provision for a <br />one -year extension exercisable by the City Manager, in a total amount not to exceed $297,000 for the <br />entire agreement term. <br />DISCUSSION <br />Approval of the recommended action will provide the City with final designs for safety and mobility <br />improvements on segments of Fifth Street, Raitt Street, St. Andrew Place, Bishop Street, and Orange <br />Avenue in the central part of City (Exhibit 1). These Complete Street designs will qualify the City for grant <br />funding for construction. These designs will also become a template for developing a Complete Streets <br />manual that will be referenced on all subsequent street improvements, to provide multimodal mobility and <br />safety for pedestrians and bicyclists. <br />On March 3, 2015, the City Council approved an appropriation adjustment recognizing seven Active <br />Transportation Program grants and updating the Capital Improvement Program. One of the seven grants <br />was for the Central Santa Ana Complete Streets Plan. The goal of the Plan is to recommend engineering <br />and aesthetic treatments to improve conditions for walking and bicycling in the study area. <br />The Central Santa Ana Complete Streets Plan will address existing deficiencies in the project area by <br />working with residents, neighborhood associations, school districts, community organizations, and <br />businesses to identify major barriers to walking, bicycling, and transit access. The project team members <br />will work with stakeholders to develop recommendations that include changes to both the design and <br />operation of the roadways to accommodate users of all ages and abilities. <br />A Request for Proposals for marketing and education services was released and distributed on July 2, <br />2015, to qualified marketing firms and bicycle education organizations. Eight proposals were received and <br />reviewed by a committee comprised of Public Works Agency and Planning & Building Agency staff. <br />Proposal ratings were based on experience, qualifications, project understanding, and familiarity with the <br />community.
