REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 1, 2015 <br />TITLE: <br />AUTHORIZE PAYMENT TO SOUTHERN <br />CALIFORNIA EDISON FOR DESIGN OF <br />UNDERGROUND UTILITIES ON BRISTOL <br />STREET <br />(PROJECT NOS. 116741, 081700, & 136792) <br />(NONGENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1G } <br />C� <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a one -time payment to Southern California Edison in an amount not to exceed $36,600 for the <br />design of underground utilities on Bristol Street from Third Street to West Civic Center Drive, West Civic <br />Center Drive to West Washington Avenue, and West Warner Avenue to West St. Andrew Place. <br />DISCUSSION <br />Approval of this recommended action will provide the City with a complete design for the undergrounding <br />of utilities on Bristol Street. Advance payment is required by Southern California Edison (SCE) to provide <br />the adequate resources for preparation of the plans and a cost estimate. The City will use the cost <br />estimate to pursue and set aside adequate funding for the undergrounding projects, and the SCE design <br />will assure that the undergrounding plans are completed to SCE standards. Following completion of the <br />cost estimate and design, staff will bring back a report to Council with options to prioritize and fund the <br />improvements, and to determine whether to perform the undergrounding on Bristol Street in conjunction <br />with upcoming corridor improvements. <br />Bristol Street is a major north -south transportation facility. Multi- phased improvements have long been <br />planned for this high - priority, 3.9 -mile segment from Warner Avenue to Memory Lane. In general, the <br />improvements include raised landscaped medians, bike lanes, bus turnouts, wide sidewalks, and roadway <br />widening from two to three lanes in each direction. The design incorporates Complete Streets features <br />which will accommodate increased pedestrian activity and future bike lanes designated in the new Draft <br />Bicycle and Pedestrian Master Plan. The improvements will result in greater mobility for all users, <br />enhanced streetscape aesthetics, and reduced traffic congestion. <br />Undergrounding utilities on Bristol Street has been identified as a high priority for the City, It will improve <br />public safety and property values while creating a more attractive and walkable corridor. Removing the <br />above - ground utilities also eliminates obstruction and improves the efficiency of the right -of -way use for <br />multimodal mobility. <br />25J -1 <br />
