Agreement with Larry Walker Associates for <br />NPDES and Environmental Program Fee Study <br />September 1, 2015 <br />Page 2 <br />work, work plan logic, clarity and specificity, consultant /sub - consultant qualifications, financial <br />responsibility, and schedule to perform the services. All three firms were interviewed, evaluated, <br />and ranked; then the fee proposal /rate schedules were opened and reviewed. The following <br />summarizes the proposal results: <br />Firm <br />Larry Walker Associates <br />NBS <br />Integrative Economics, LLC <br />Score Fee Proposal <br />94 $81,770 <br />85 $71,701 <br />65 $83,980 <br />Staff recommends engaging Larry Walker Associates based on the firm's extensive experience <br />and knowledge of the City's regional NPDES permit and other local environmental requirements; <br />broad knowledge and understanding of the funding mechanisms; and unique approach to <br />complete the work within the specified time. The proposal contained a clear path toward <br />achieving City goals and objectives as required by the RFP. The total agreement compensation <br />not to exceed $100,000 includes a project fee of $81,770 and a contingency of $18,230. <br />STRATEGIC PLAN <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability, Objective #2 (expand opportunities for conservation and <br />environmental sustainability). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />Funds in the amount of $100,000 are budgeted and available for expenditure in Fiscal Year <br />2015 -16 Federal Clean Water Protection Enterprise (NPDES Program) account (No. 05717640- <br />62300). <br />e Mousavipour <br />Exe utive Director <br />Public Works Agency <br />FM /EWG/TC <br />Exhibit: 1.
