Ms. Cowan has over 15 <br />A.B., Environmental Science <br />years of experience in the review, development and management of TMDLs, <br />and Policy, Geology, <br />stormwater programs, and region -wide stakeholder- driven water quality <br />Duke University, 2000 <br />programs. She has supported clients in Los Angeles, Orange County, and San <br />Diego in the negotiation of watershed -based stormwater permits. Her TMDL <br />YEARS OF EXPERIENCE <br />experience has included nutrients, toxics, selenium, organochlorinated <br />compounds, toxicity, metals, bacteria, and sediment. She has facilitated multi - <br />With LWA: 6 <br />stakeholder groups and worked extensively with state and federal agencies, <br />including the Los Angeles, Santa Ana, and San Diego Regional Water Quality <br />With other Firms: 9 <br />Control Boards, State Water Resources Control Board, USEPA, USGS, and USFWS. <br />She has extensive experience in Santa Ana and the Orange County region. <br />PROFESSIONAL <br />Third Party TMDL for Selenium in the Newport Bay Watershed. <br />AFFILIATIONS <br />Project Manager responsible for developing Third Party TMDL for selenium in <br />Newport Bay watershed. Working with County of Orange, developed series of <br />Co- Chair, CASOA Watershed <br />public workshops to identify and discuss key issues and final approaches for <br />Management and Impaired <br />TMDL. Developed creative solutions for complex bioaccumulative TMDL, <br />Waters Subcommittee <br />including Phased TMDL structure consisting of "hard" reopener prior to triggering <br />Member, CASQA Executive <br />final allocations and conditional allocations that allow for regional trading and <br />Program Committee <br />offsets. Currently working with State and Regional Board to gain approval from <br />USEPA on key solutions. A final TMDL and Basin Plan Amendment will be <br />developed and delivered to the Santa Ana Regional Board for approval in 2015. <br />Calleguas Creek Watershed OC Pesticides, PCBs, and Siltation TMDL. <br />Task Lead for development and implementation of special study to examine <br />sediment transport and effects in Calleguas Creek watershed. Evaluation includes <br />examining sediment quantity impacts on benthic community to establish whether <br />Mugu Lagoon is impaired. Organized and managed Technical Advisory Committee <br />of experts. Final report includes regulatory recommendations, including removing <br />sedimentation portion of TMDL and associated WLAs. Next steps include working <br />with stakeholders and Los Angeles Regional Board staff to implement <br />recommended regulatory actions. <br />Dominguez Channel, Greater Los Angeles, Long Beach Harbor Waters TMDL. <br />Assistant Project Manager to assist City of Los Angeles Watershed Protection <br />Division (WPD) with development of TMDL for Los Angeles and Long Beach <br />Harbors. Developed alternative approaches to numeric targets, waste load and <br />load allocations; implementation plan based on direct effects of sediment quality <br />objectives; and alternative options for reasonable methods of compliance prior <br />to TMDL reopener. Reviewed and commented on Draft TMDL at Regional Board <br />and State Board level. Assisted with negotiations with EPA, State Water <br />Resources Control Board, and Los Angeles Regional Water Quality Control Board. <br />County of Orange, OC Watersheds Program. <br />Prior to joining LWA, performed as Supervisor for OC Watersheds Program. On <br />behalf of 17 funding partners, developed, managed and implemented TMDLS for <br />nutrients, organochlorinated compounds, toxics, and selenium. From 2004 -2009, <br />developed and chaired Nitrogen & Selenium Management Program (NSMP) with <br />23 public and private stakeholders to develop management strategies for <br />selenium and nitrogen, including development of site - specific objective for <br />selenium. Developed public participation strategy, coordinated independent <br />advisory panel and served as NSMP liaison to regulators and public. <br />25M_ 69 <br />
