Exhibit E - LWA PROPOSAL RFP NO. 14 -069 <br />L A R R Y <br />WALKER <br />Giles Pettifor <br />Project Scientist 11 <br />ASSOCIATES <br />EDUCATION <br />Mr. Giles Pettifor is a Project Scientist II and Project Manager for LWA specializing <br />in water quality, stormwater management, water resources, and NPDES permit <br />M.S., Environmental Science <br />compliance. He has gained over 14 years of professional experience working on <br />and Management, <br />water quality projects in seven states and with four sovereign Indian Tribes. Prior <br />University of California, <br />to joining LWA, Mr. Pettifor co- managed the municipal stormwater permit <br />Santa Barbara, 2002 <br />program for King County, Washington State's most populous county, for six years <br />B.A., Claremont McKenna <br />where he gained extensive experience in permit compliance management, MS4 <br />College, Claremont, 1998 <br />operations and maintenance, public outreach and education, low impact <br />development, and TMDL development. <br />Jurisdictional Runoff Management Plan, County of San Diego. <br />YEARS OF EXPERIENCE <br />Revised the municipal activities section of the County's Jurisdictional Runoff <br />With LWA: 2 <br />Management Plan (JRMP) to comply with the current MS4 Permit. <br />With other Firms: 12 <br />Water Quality Improvement Plan Development, City of San Diego. <br />Assisted in the review and revision of the Water Quality Improvement Plans for <br />three watersheds in the San Diego Region including Mission Bay. <br />PROFESSIONAL <br />County Sanitation Districts of Los Angeles County, Los Angeles County. <br />AFFILIATIONS <br />Assisted in developing the anti - degradation and Porter Cologne Act Section <br />13241 analyses for proposed infrastructure along the Santa Clara River. <br />Member, CASQA <br />Report of Waste Discharge, Ventura County Watershed Protection District. <br />Assisted in developing TMDL compliance section of the Report of Waste <br />Discharge (ROWD) for the Ventura County Stormwater Quality Management <br />Program, including all Permittees under the Ventura Phase I MS4 Permit (Order <br />114- 2010 - 0108). The LA County MS4 Permit (Order R4- 2012 -0175) served as the <br />basis for the ROWD, as it is the most recent Phase I MS4 Permit issued by the LA <br />Regional Board. <br />Municipal Stormwater Permit Program, Department of Natural Resources and <br />Parks, Stormwater Services Section, King County. <br />Oversaw King County's NPDES Phase I Municipal Stormwater Permit program for <br />network of 11 County Departments, developing close relationships with 30+ <br />neighboring Phase 11 Permittees, Tribal Nations, and regulatory agency staff. <br />• Ensured implementation of nearly 100 permit requirements by developing <br />numerous permit implementation and tracking tools, ensuring <br />development/ submittal of required reporting documents. <br />• In 2012, co- managed County response to new permit and analyzed <br />associated resource needs, including budget analyses and stormwater fee <br />assessment and rate increase. <br />• Managed budgets, prioritizing and leveraging resources while navigating <br />political processes to ensure that the County's myriad programs and 13,000 <br />employees were protecting water quality in compliance with permit. <br />• Co -led response to EPA compliance audit of entire stormwater management <br />program, including 2 -day site visit audit and records request. <br />r Personnel Experience & Qualifications <br />
