Exhibit E - LWA PROPOSAL RFP NO. 14 -069 <br />L A R R Y <br />WALKER Dan Cloak, P.E. <br />' i Principal <br />/Y I <br />Dan Cloak Environmental Consulting (Team Member) <br />ASSOCIATES <br />EDUCATION <br />As a Professional Civil Engineer and Principal of Dan Cloak Environmental <br />Consulting, Mr. Dan Cloak assists California municipalities and countywide <br />M.S., Sanitary and <br />stormwater programs with the implementation of all required activities and <br />Environmental Engineering, <br />reporting to comply with Phase I and Phase II stormwater NPDES permits. Mr. <br />University of California, <br />Cloak assists municipalities with the revision of their land development review <br />Berkeley, 1989 <br />procedures and the implementation of stormwater regulations for new <br />B.E., Civil Engineering, City <br />development. Mr. Cloak also assists local, countywide and regional entities with <br />College of New York, 1986 <br />watershed management planning. He designs Low Impact Development (LID) <br />treatment and flow control features and facilities for commercial and residential <br />projects. Mr. Cloak also provides technical support and expertise to litigants in <br />REGISTRATIONS <br />cases involving stormwater NPDES and surface water quality. <br />Contra Costa Clean Water Program. <br />Professional Engineer (Civil), <br />Performed with Larry Walker Associates and SCI Consulting Group on the <br />CA License No. C45577 <br />Stormwater Quality Funding Initiative sponsored by the Contra Costa Clean <br />Water Program. Mr. Cloak evaluated reports of existing costs and developed a <br />model to estimate future costs of stormwater NPDES compliance for Contra <br />YEARS OF EXPERIENCE <br />Costa County and the 19 cities and towns within the County. The resulting 2012 <br />29 <br />Community Clean Water Initiative is a Proposition 218 - compliant property <br />related fee, designed to generate over $8.5 million in annual dedicated funding <br />for the County's member agencies. <br />Santa Clara Valley Water District. <br />As Senior Project Manager, wrote the Santa Clara Basin Watershed Management <br />Initiative's Watershed Action Plan. Analyzed surface - water - quality monitoring <br />programs. <br />Santa Clara Valley Urban Runoff Pollution Prevention Program (EOA). <br />As Supervising Engineer, designed, implemented, and supervised technical <br />studies of stormwater treatment BMP feasibility, effectiveness, and cost. <br />Performed as Principal Investigator for 2 -year USEPA- funded study testing <br />physical, water - quality, biological, programmatic, and social indicators of <br />effectiveness of municipal stormwater programs. <br />City of Livermore. <br />Assistant Water Resources Manager responsible for supervising design of plant <br />expansion as well as a staff of 30 to operate and maintain a 6 -MGD water <br />recycling plant, 5000- account water distribution system, municipal sanitary <br />sewer, and stormwater drainage. <br />Page 1 14 I' <br />25M -72 <br />
