The result is <br />the 2012 Community Clean Water Initiative, a <br />Proposition 218 - compliant property related fee, <br />designed to generate over $8.5 million in <br />annual dedicated funding for the County's <br />member agencies. The CCCWP presented this <br />county -wide fee initiative to property owners in <br />the winter of 2012. <br />Potential <br />'Task #1 <br />Funding <br />cost <br />��yy <br />#G <br />Analysts <br />,Task <br />Contra Costa County is comprised of 19 cities` - <br />and towns, and includes over 330,000 L <br />developed parcels. The County is particularly <br />diverse politically, economically, ethnically and geographically, and generally has <br />a culture of skepticism towards new funding initiatives, all of which presented <br />considerable challenges. <br />In conjunction with SCI Consulting Group and Dan Cloak Environmental <br />Consulting, Larry Walker Associates, Inc. (LWA) assisted the Contra Costa Clean <br />Water Program with the technical support necessary to develop and impose a fee <br />to provide a stable, long -term funding source to finance the municipal <br />stormwater program. <br />These efforts specifically included the following tasks: <br />• Analysis of current Contra Costa Clean Water Program and other <br />Stormwater and NPDES program annual expenditures and sources of <br />funding; <br />• Developing a multi -page survey to identify program needs and current <br />funding sources; <br />• Interviewing all 21 Co- Permittees and administering the survey; <br />• Reviewing and analyzing the survey results as well as the projected <br />stormwater program costs; <br />• Developing final cost estimates for the needs of the stormwater program <br />on a jurisdictional and /or regional basis; and <br />• Developing information for inclusion in a final report. <br />In addition to the above tasks, in which LWA had a lead role, LWA also provided <br />technical review for the following tasks: <br />• Identification of the potential funding sources with an analysis of: <br />• Pros and cons of each source; <br />• Political viability of each source; <br />• Potential legal restrictions; <br />• Future reliability of the source; <br />• Estimated amount that each funding source may generate; and <br />• Estimated implementation costs of the most viable funding options. <br />• Development of draft and final Stormwater Funding Needs and Options <br />document. <br />Page 1 15 <br />25M -73 <br />
