(LWA) and SCI <br />Consulting Group assisted El Dorado County <br />and other stakeholders with cost of service <br />and development of a Stormwater Financial <br />Strategy to support the implementation of <br />the County's east slope (Tahoe Basin) <br />Stormwater Management Plan (SWMP). <br />These efforts specifically included the <br />following: <br />FInclBbrnlwW,Flnu�ea94v1a8Y Papw< <br />• Analysis of the current El Dorado <br />County Tahoe Basin stormwater <br />program annual expenditures and <br />sources of funding; <br />• Analysis of future stormwaterm�,,, _ <br />program annual costs and sources of <br />funding; I - -- <br />• Estimate of the total costs required to implement the SWMP by program <br />over the permit term; <br />• Identification of the expected funding shortfalls by program element and <br />year as well as a quantitative estimate of the existing and projected <br />resources. <br />The Team developed a comprehensive analysis of current and potential funding <br />sources including property - related fees, assessments, regulatory fees, taxes, and <br />charges. In addition, the Team evaluated non - traditional funding approaches <br />such as user fees and the reorganization of government services to optimize <br />funding for stormwater and pollution abatement services. This included an <br />analysis and recommendations for potentially combining stormwater, <br />wastewaster and refuse collection service fees to generate new revenues without <br />the requirement for a Proposition 218 ballot proceeding. <br />In addition to the above tasks, in which LWA had a lead role, LWA also provided <br />technical review for the following tasks: <br />• Identification of the potential funding sources with an analysis of: <br />• Pros and cons of each source; <br />• Political viability of each source; <br />• Potential legal restrictions; <br />• Future reliability of the source; <br />• Sources that are readily available; and <br />• Estimated amount that each funding source may generate. <br />• Development of draft and final Stormwater Funding Needs and Options <br />document; and <br />• Development of a draft and final Financial Strategy Report. <br />Page 1 76 L. » ".. <br />25M -74 <br />
