(a) Pursuant <o Government Code Sections 38772,30778,2.and 3O773.O. the City Council hereby makes the expense of abatement cxqnomkti violations o/ law committed by minor * personal obligation mf both the minor causing the graffiti nuisance and the pw,ew,(m)o, legal pummian(s) having custody and control nY the minor (who shall be jointly and severally liable with the minv,). and an assessment against the property of the minor or an assessment against the property of the panenVo)u, legal gumrdian(m) having custody and control oYthe (b) Pursuant \u Government Code Section 30772(*). the County Probation Officer shall report the names and addresses cfparenKn)o,legal Qum,di*"(w) having custody and control nf the minor responsible for m violation uf this Chapter to the Clerk of the Council.
