As 08/10/15 <br />RESOLUTION NO. 2015 -051 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING FINAL ENVIRONMENTAL <br />IMPACT REPORT (SCH # 2012101004), PERTAINING TO <br />THE WARNER AVENUE IMPROVEMENT AND WIDENING <br />PROJECT BETWEEN MAIN STREET AND GRAND <br />AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In compliance with the California Environmental Quality Act (CEQA) <br />(Public Resources Code § 21000 et seq.) and Title XIV, California Code of <br />Regulations, Section 15000 et. seq. (CEQA Guidelines), the City of Santa <br />Ana has prepared an Environmental Impact Report (EIR) to analyze the <br />environmental impacts associated with the implementation of the <br />proposed Warner Avenue Improvement and Widening from Main Street to <br />Grand Avenue. <br />B. CEQA also requires that when a Draft EIR is submitted to the State <br />Clearinghouse for review by state agencies, the public be given an <br />opportunity to review and comment on the Draft EIR for a period of not <br />less than 45 days. In accordance with this requirement the Draft EIR <br />began its 45 -day public review and comment period on January 12, 2015, <br />with the review period ending on February 26, 2015. <br />C. In response to written comments received, the City provided formal <br />Response to Comments and EIR clarification or revision. In addition to <br />fulfilling CEQA's requirement for public review, the City conducted two <br />public meetings on February 3 and 7, 2015 in order to allow the public to <br />provide oral testimony on the Draft EIR. <br />D. The City received a total of 15 written comments and 28 verbal comments <br />and evaluated all comments received from the persons or agencies that <br />reviewed the Draft EIR. The City provided written responses to all <br />agencies and members of the public commenting on the Draft EIR at least <br />ten days prior to certification of the EIR. <br />E. The Draft EIR, comments and recommendations received on the Draft EIR, <br />Responses to Comments, and revisions made to the Draft EIR in response <br />to those comments constitute the Final EIR. <br />F. An extensive public outreach campaign was conducted throughout the <br />project to provide opportunities for all stakeholders to play a meaningful role <br />in the development of the plan.
