informational open house and ending in July 23, 2015. There have been a <br />total of 11 community meetings. <br />G. The City Council of the City of Santa Ana held a duly noticed public hearing <br />on the above said actions for the Warner Avenue Improvement and <br />Widening Project from Main Street to Grand Avenue on September 1, 2015, <br />and at that time considered all testimony, written and oral. <br />H. The City Council also adopts as findings all facts presented in the Request <br />for Council Action dated September 1, 2015 accompanying this matter. <br />I. The City has prepared Findings of Fact in compliance with Public <br />Resources Code Sections 21081 and 21081.5 and CEQA Guidelines <br />Section 15091 for every significant impact of the Warner Avenue <br />Improvement and Widening Project from Main Street to Grand Avenue, <br />including an explanation of the rationale for each finding. <br />J. While the Draft EIR determined that most potential impacts could be <br />mitigated to a less than significant level, it did find that implementation of the <br />Warner Avenue Improvement and Widening Project from Main Street to <br />Grand Avenue would result in significant and unavoidable impacts related to <br />Noise during construction as well as Traffic Impacts during construction. <br />K. The City has prepared a Statement of Overriding Considerations in <br />compliance with Public Resources Code Sections 21081 and CEQA <br />Guidelines Section 15093, which finds that specific economic, legal, <br />social, technological or other benefits of the Warner Avenue Improvement <br />and Widening Project from Main Street to Grand Avenue outweigh the <br />significant and unavoidable impacts identified in the EIR. <br />L. The City has prepared a Mitigation Monitoring and Reporting Program in <br />compliance with Public Resources Code Sections 21081.6 and CEQA <br />Guidelines Section 15097 to ensure compliance with the mitigation <br />measures identified in the EIR during project implementation and <br />operation. <br />Section 2. The City Council of the City of Santa Ana further finds, determines <br />and declares as follows: <br />A. The City Council certifies that: <br />1) The Final EIR has been completed in compliance with CEQA. <br />2) The Final EIR was presented to the City Council of the City of Santa <br />Ana, which reviewed and considered the information contained in the <br />Final EIR prior to approving the project, and is incorporated herein by <br />this reference as though set forth in full herein. <br />3) The Final EIR reflects the City of Santa Ana's independent judgment <br />and analysis. <br />Resolution No. 2015 -051 <br />Page 2 of 6 <br />
