RFP No. 15-043 <br />Property Management Services <br />1. Statement of Qualifications <br />b. Agreement Statement <br />OPC has reviewed the Agreement and we request no exceptions. <br />c. Understanding of Needs/Requirements <br />The information below Includes the typical scope of services and a general outline describing our <br />understanding of the needs and requirements of providing Property Management Services, <br />A. Property Management Responsibilities <br />Office and field staff will be sufficient to perform property management services in a <br />competent and timely manner. Property management services will include, but not be <br />limited to the following minimum requirements and services: <br />1. OPC will provide a 24-hour, 7 day a week emergency toll-free telephone number for <br />Project tenants and others to call. <br />2. OPC will collect rent from tenants pursuant to existing rent statements and lease <br />agreements, or those to be created and executed on behalf of the Client. Rents will be <br />deposited Into a bank account or delivered to the Client within 3 days of receipt. <br />3. OPC will notify tenants in writing of delinquent accounts, send out delinquent rent <br />notices, and forward copies to the Client if requested. <br />4. OPC will adhere to a "No Re -Rent" policy for relocation projects which stipulates that <br />vacated units will not be made available for re -occupancy. <br />5. OPC will provide marketing and leasing services for longer term tenancy projects <br />which require the re-leasing of vacant units. These services Include the placement of <br />advertisements, responding to potential tenant inquiries, showing vacant units, and <br />lease negotiations. OPC will conduct new market surveys to determine appropriate <br />rental rates. <br />6. OPC will Issue an itemized monthly invoice to the Client for the prior month's services, <br />fees, and charges. Such monthly invoices will be approved by the Client, and upon <br />approval deducted from the amount of rents collected or paid directly by the Client. <br />7. OPC will establish, on behalf of a Client, a non-interest bearing operating checking <br />account for the payment of expenses incidental to the Project. OPC's designated <br />principals will retain signatory authority on the bank account. OPC will provide monthly <br />reconciliations and reports of all deposits to and drafts from the account and, if <br />necessary, request new funds to maintain an appropriate operating reserve. The <br />operating reserve In this account should be at least $5,000 to avoid the payment of <br />bank fees. <br />8. OPC will maintain a log of any and all information received that a tenant will be <br />vacating or has vacated any Project unit, and will provide this to the Client an a regular <br />basis. <br />9. OPC will notify the Client in writing, and also the appropriate law enforcement <br />authorities, In the event of any Injuries, damages, illegal entry, illegal occupancy, or <br />disturbances at any Project unit. <br />IA II NO <br />A C J[ C B <br />
