Approve the Cost Analysis for a total estimated project delivery cost of $3,255,800, which includes the <br />contract base amount, administration, Inspection, testing, and a 15 percent contractual contingency of <br />$376,673 subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The existing 16- inch - diameter ductile iron water main on Bristol Street between Alton Parkway and Warner <br />Avenue (Exhibit 1) was installed in the 1980s, and has begun to experience a number of breaks and leaks. <br />Staff monitors the condition of water main pipelines by assessing critical factors such as history of breaks, <br />size, location, and system redundancy to determine the priority of replacement needs. Based on an <br />analysis of these factors and the corrosive properties of the soil, the water main along this segment has <br />been identified as one of the highest priorities for replacement, due to Its high probability of failure and <br />significant consequences to vital facilities (such as Orange Coast Hospital as well as other medical offices <br />and businesses), should a failure occur. <br />A Notice Inviting Bids was advertised on August 11 and 12, 2015, and bids were opened on September <br />17, 2015.
