REQUEST FOR � <br />COUNCIL ACTION � <br />CITY COUNCIL MEETING DATE: <br />AGREEMENT WITH EEC ENVIRONMENTAL <br />FOR WASTE DISCHARGE REQUIREMENT <br />COMPLIANCE SERVICES (NON-GENERAL <br />FUND) (STRATEGIC PLAN NO, 6, 1C) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />® Ordinance on 181 Reading <br />0 Ordinance on 2 "d Reading <br />® Implementing Resolution <br />© Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with EEC <br />Environmental, subject to nonsubstantive changes approved by the City Manager and City Attorney, <br />to provide Waste Discharge Requirement compliance services for a three -year period expiring <br />October 6, 2018, with provisions for one 2 -year renewal option exercisable by the City Manager and <br />City Attorney, in an amount not to exceed $300,000 annually, for a total not -to- exceed amount of <br />$1.5 million, including the renewal option. <br />DISCUSSION <br />The State Water Resources Control Board adopted Order No. 2006 -0003 on May 2, 2006, which <br />requires the City to prepare and implement a Sewer System Management Plan (SSMP), The <br />primary goal of the SSMP Is to prevent sanitary sewer overflows and ensure that sewer agencies <br />provide for the proper management of sewer systems, The SSMP contains detailed procedures that <br />address all aspects of operations, maintenance, and reporting required for the City's sewer <br />collection system. This Includes the Implementation of the City's Fats, 011s and Grease (FOG) <br />control program specified in Section 39-56 of the Santa Ana Municipal Code, <br />The Water Resources Division of the Public Works Agency is committed to providing a high - quality <br />sewer collection and conveyance system that is in compliance with the Waste Discharge <br />Requirements (WDR) adopted by the State Water Resources Control Board, To pursue this <br />mission, consultant services are required to assist staff in implementing key WDR - mandated <br />programs, including SSMP auditing, maintenance optimization, and the FOG control program. <br />On July 15, 2015, the City issued a Request for Proposal (RFP) for WDR compliance services <br />(Exhibit 1). The City received one proposal, which was evaluated by a selection committee for <br />content and responsiveness to the RFP. The proposal from EEC Environmental received a 93.1 <br />from the selection committee. The proposal was comprehensive and met all of the requirements of <br />the RFP.. The scope of services includes performing inspections of food service establishments <br />25G -1 <br />
