CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />WASTE DISCHARGE REQUIREMENT COMPLAINCE SERVICES <br />RFP NO.: 15 -072 <br />I. GENERAL <br />Nature of Work: <br />The City of Santa Ana is seeking a Consultant for services relating to Waste Discharge Requirement <br />Compliance for the City's Sewer Enterprise as outlined in the City's Sewer System Management <br />Plan (SSMP) and required by the State. A detailed Scope of Work is included in the Appendix of <br />this RFP as Attachment 1. <br />Number of Proposals and Signature: <br />Five (5) hard copies and one (1) digital file on a labeled USB Flash Drive (or equivalent) of your <br />proposal shall be signed by a company official with the power to bind the company and submitted to <br />the City of Santa Ana. One (1) copy of your Fee Proposal shall be submitted. <br />Proposal Evaluation and Rating: <br />The criteria for evaluating the proposals submitted will take the following items into consideration: <br />• Firm /Team Experience <br />20% <br />• Understanding of Need <br />25% <br />• Relevant Project Experience <br />20% <br />• Schedule <br />5% <br />• References <br />5% <br />• Fee <br />10% <br />Subtotal 85% <br />• Interview 15% <br />Total 100% <br />The City has established a proposal review committee to evaluate proposers based on the response to <br />the RFP, which includes adherence to outlined directions and format, and the City evaluation criteria <br />set forth above. A final score will be calculated for each submitted proposal and used to rank the <br />proposers. <br />The City of Santa Ana will consider results from the interview in the overall evaluation of the <br />proposals. The highest ranking firms from the written proposal evaluation shall be invited for an <br />interview. The selected Proposers for interviews will be given the opportunity to discuss, in more <br />detail, their qualifications, past experience, proposed work plan and schedules. The interview must <br />include the project team members expected to complete a majority of work on this project, but no <br />more than four (4) members total. The interview shall consist of a brief presentation of the <br />company, including the person who will be the project manager on this Contract, followed by <br />questions and answers.
