REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 3, 2.015 <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING <br />WITH THE POLICE OFFICERS <br />ASSOCIATION (STRATEGIC PLAN NO. 7,6) <br />-, Z5� <br />CITY MAN .R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />0 As Recommended <br />0 As Amended <br />M Ordinance on 1't Reading <br />® Ordinance on 2nd Reading <br />C] implementing Resolution <br />® Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Police Officers Association, subject to non - substantive changes approved <br />by the City Manager and City Attorney, regarding wages and other terms and conditions of <br />employment for a two -year period ending June 30, 2017. <br />DISCUSSION <br />The City and the Police Officers Association (POA) recently completed contract negotiations, <br />resulting in a new Memorandum of Understanding. The provisions of this agreement include: <br />1) Term: A two -year term, from July 1, 2015 through June 30, 2017. <br />2) Salary: A 2.5% increase on both July 1, 2015 and July 1, 2016 with a "me too" guarantee <br />to receive a higher salary increase if any other bargaining unit negotiates a greater <br />increase. A salary survey will be conducted prior to July 1, 2016 to determine if an <br />increase in excess of 2.5% in the second year of the contract is warranted. <br />3) Medical Insurance: The City's contribution toward medical insurance will be $1,420 per <br />month per employee effective January 1, 2016 and $1,510 per month per employee <br />effective January 1, 2017. <br />4) CALPERS retirement contributions: Effective July 1, 2015, non -sworn employees' <br />contribution toward retirement costs will be reduced from 10.5% to 9% or an amount equal <br />to the employee contribution of the Service Employees International Union (currently <br />pending a reduction to 8 %). <br />25E -1 <br />
