Agreement with the Police Officers Association <br />November 3, 2015 <br />Page 2 <br />5) Jail Staffing: Part -time employees will be incorporated into the scheduling and staffing of <br />Jail operations. <br />6) Salary Administration: Effective July 1, 2015, the time required to move from Step D to <br />Step E of a salary range will be reduced from 18 months to 12 months. In addition, <br />employees will receive a minimum increase of 5% over current salary and certain non - <br />continuing pay premiums when promoted. <br />7) Career Development Pay: Educational tiers eligible for incentive pay will be altered for <br />employees hired on or after January 1, 2014. <br />8) Vacation: Effective January 1, 2016, regular and longevity vacation shall be combined into <br />one bank of leave time. Maximum cash out shall be increased from 40 to 60 hours <br />annually. After 80 total hours of vacation have been used, employees may cash out an <br />additional 40 hours of vacation. <br />9) Reopeners: City and POA will meet and confer on the subjects of body -worn cameras and <br />implementation of the Lexipol Policy Manual during the term of the agreement. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #7 — Team Santa Ana, Objective #6 - (Provide <br />a positive workplace environment that supports the health of its employees and celebrates its <br />success and Goals). <br />FISCAL IMPACT <br />This agreement will result in a cost of $1,550,000 during fiscal year 2015 -16 and a cost of <br />$3,190,000 during fiscal year 2016 -17 for a total cost to the City of $4,740,000 during the term of <br />the Memorandum.
