"(3) Vice Chairman <br />Unless otherwise provided by the governing <br />board, the Vice Mayor of the Host City shall be Vice Chairman <br />of the governing board. The Vice Chairman shall perform all <br />the duties of the Chairman in the absence of the Chairman." <br />5. Paragraph (5) of subsection D of section 2 of <br />the Joint Powers Agreement is amended as follows: <br />A. The first sentence thereof is amended to read, "The <br />chief financial officer of Santa Ana shall be the Treasurer <br />of the Authority." <br />B.
