REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />TITLE: <br />INCREASE SCOPE OF CONTRACT WITH EXCEL <br />PAVING COMPANY FOR RESIDENTIAL STREET <br />REPAIR (PROJECTS 14 -7516 & 15 -7514) <br />(STRATEGIC PLAN NOS. 6, 1B & 1G) <br />C � � <br />CITY MANA R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an increase of $200,000 to the Excel Paving Company construction contract for the <br />Residential Street Repair Project, Fiscal Years 2013 -2014 and 2014 -2015, to cover additions to <br />the Scope of Work required to mitigate unforeseen conditions in concrete streets. <br />DISCUSSION <br />On May 5, 2015, City Council awarded a contract to Excel Paving Company in the amount of <br />$1,567,511 to construct the Residential Street Repair Project, Fiscal Years 2013 -2014 and 2014- <br />2015. The Residential Street Repair Program is an ongoing effort to rebuild neighborhoods by <br />identifying high - priority streets using the City's Pavement Management System and scheduling <br />the repairs in the City's Capital Improvement Program (CIP). The roadway pavements identified <br />for repair in the Fiscal Year 2013 -2014 and 2014 -2015 CIPs had deteriorated due to weather, <br />age, and heavy usage (Exhibit 1). The improvements included removal and replacement of failed <br />concrete pavement, asphalt pavement reconstruction, and replacement of damaged concrete <br />curbs, gutters, sidewalks, cross gutters, and curb ramps. Once completed, these project <br />improvements will enhance the ride quality, surface drainage, and appearance of the <br />neighborhoods. <br />During construction of the residential street repairs, several utilities -- including water and natural <br />gas - -were discovered to be too shallow under the concrete streets. While removing the concrete <br />pavement, the shallowest utilities were inadvertently broken, causing the work to stop until the <br />utilities were repaired. In addition, the subgrade on Walnut Street was discovered to be too soft, <br />causing the asphalt pavement to become unstable, which cannot meet the City's quality and <br />durability standards. <br />To minimize the potential for future conflicts with utility mains and other unintended impacts to the <br />pavement, the contractor must change the construction method used for this project, which <br />requires an increase to the Scope of Work. With this additional work, substandard soil conditions <br />under portions of Walnut Street and several other locations in the project area will be restored, <br />ensuring that the project is completed without further interruption. <br />23A -1 <br />
