REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />TITLE: <br />AGREEMENT FOR A SECONDARY <br />INTERNET INFRASTRUCTURE AND <br />ACCESS SERVICES <br />{STRATEGIC PLAN NO. 7,213) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Time Warner <br />Cable Business Class, for internet access services as a means to provide a secondary, high - <br />availability backup internet access service for a term of one -year (December 1, 2015 to <br />November 30, 2016) in an amount not to exceed $24,816 annually, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City's dependence on internet service has grown over time and as a result an increase in <br />demand on the City's internet service has occurred. The increase in demand has resulted in mom <br />visitors to the City's website, recent deployment of private and public internet access through Wi- <br />Fi technology, software applications that rely on internet access, higher volume of internet mail, <br />increased adoption of mobile technologies, and growing use of information gathering via the <br />internet. To accommodate existing demands as well as to prepare for continued growth, service <br />capacity needs to increase, and high - availability measures must be implemented for internet <br />service <br />In the event of a disruption to our primary internet access service, the result would be a City -wide <br />network service outage, severe degradation, and inaccessibility to critical systems needed for the <br />City to conduct business. Improving the stability of the City's Internet access service is required to <br />support operations in every City agency and departments with internet email, outgoing access to <br />the World Wide Web and incoming access to the City's website and other mission - critical and /or <br />web - accessible City applications. The City's Information Services Division recommends that the <br />City enter into a one -year agreement with Time Warner Cable Business Class (Time Warner), to <br />supply a secondary dedicated internet access service with connecting "local loop" service as a <br />redundant high - availability backup to the current internet access service with Cogent <br />Communications, Inc. The addition of this second line would ensure the City maintains <br />continuous access to its internet services. The service agreement with Time Warner contains <br />service level guarantees with monetary penalties for performance problems, which in turn would <br />allow the City to terminate this agreement in the event of unsatisfactory performance by Time <br />Warner. <br />25B -1 <br />
