SANTA ANA CLIMATE ACTION PLAN INITIAL STUDY <br />CITY OF SANTA ANA <br />e) Conflict with any local policies or ordinances protecting biological resources, such as a tree <br />preservation policy or ordinance? <br />Less than Significant Impact. The Draft CAP is a policy document that would not directly lead to <br />development that would conflict with local policies protecting biological resources, such as a tree preservation <br />policy. However, the Draft CAP recommends measures to improve pedestrian, bicycle, and transit <br />connectivity and implement the Safe Routes to School Program, which could result in the development of <br />expanded alternative transportation facilities. Should sidewalks and bike paths be expanded as part of the <br />proposed project, any removal of trees and vegetation along City streets would comply with the City's tree <br />planting, maintenance, and removal ordinance within the City of Santa Ana Municipal Code.19 The ordinance <br />requires approval related to street tree planting requirements, public tree care and maintenance, and planting <br />of certain street tree species. Thus, impacts related to local policies or ordinance, such as a tree preservation <br />policy, would be less than significant. <br />t) Conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community <br />Conservation Plan, or other approved local, regional, or state habitat conservation plan? <br />No Impact. No Habitat Conservation Plan or Natural Communities Conservation Plan applies to the City of <br />Santa Ana. The County of Orange Natural Communities Conservation Plan and Habitat Conservation Plan <br />includes central and coastal areas within the County, but does not include any areas of the City of Santa <br />Ana. 19 No impact would occur. <br />3.5 CULTURAL RESOURCES <br />a) Cause a substantial adverse change in the significance of a historical resource as defined in <br />15064.5? <br />Less than Significant Impact. Section 15064.5 defines historic resources as resources listed or determined <br />to be eligible for baring by the State Historical Resources Commission, a local register of historical resources, <br />or the lead agency. Generally a resource is considered to be "historically significant" if it meets one of the <br />following criteria: <br />• Is associated with events that have made a significant contribution to the broad patterns of <br />California's history and cultural heritage; <br />• Is associated with the lives of persons important in our past; <br />• Embodies the distinctive characteristics of a type, period, region or method of construction, or <br />represents the work of an important creative individual, or possesses high artistic values; or <br />• Has yielded, or may be likely to yield, information important in prehistory or history. <br />18 City of Santa Ana.
