SANTA ANA CLIMATE ACTION PLAN INITIAL STUDY <br />CITY OF SANTA ANA <br />According to the City of Santa Ana General Plan, these are a number of sites in the City that are considered <br />National and State historic resources. In addition, as of 2014, the City has locally designated over 560 <br />structures to the Santa Ana Register of Historic Properties.20 The Draft CAP proposes to retrofit older <br />buildings to be mote energy efficient and install solar PV systems on structures within the City. As discussed <br />above, the City of Santa Ana has adopted an ordinance for a streamlined and expedited permit approval <br />process for small residential rooftop solar energy systems per AB 2188. Therefore, the installation of any <br />small residential solar energy system that meet the size and placement requirements set forth in the ordinance <br />would be permitted so long as the application is complete. Therefore, solar PV systems that would be <br />installed on small residential historic structures would not be subject to local historic resource preservation <br />policies. Should any historic structures be proposed for other energy efficient retrofits, compliance with <br />federal, state, and local policies related to historical resources would ensure a less than significant impact. <br />b) Cause a substantial adverse change in the significance of an archaeological resource pursuant <br />to S 15064.5? <br />Less than Significant Impact. The Draft CAP does not propose any measure that would directly result in <br />an adverse change in the significance of an archaeological resource. According to the City of Santa Ana <br />General Plan, there is one prehistoric site located near Santiago Creek.21 The site originally contained grinding <br />stones and was disturbed in 1965 during the development of a residential subdivision. Additionally, there are <br />18 post contact (following European contact) archaeological sites that have been identified. However, <br />construction associated with CAP measures, such as expanding pedestrian, bicycle, and transit facilities or <br />implementing the Safe Routes to School Program, would most lil(ely take place within existing rights -of -way. <br />Should construction associated with implementation of the proposed measures take place outside the existing <br />rights -of -way, new ground disturbance has the potential to uncover unknown resources. In addition, should <br />any construction take place in close proximity to or within the identified prehistoric site near Santiago Creek, <br />compliance with applicable regulations would be necessary and an onsite monitor during construction activity <br />may be required. In the event that this occurs, compliance with State regulations pertaining to discovery of <br />archaeological resources would ensure a less than significant impact. <br />c) Directly or indirectly destroy a unique paleontological resource or site or unique geologic <br />feature? <br />Less than Significant Impact. The Draft CAP does not propose any measure that would directly result in <br />an adverse change in the significance of a paleontological resource. Construction associated with the <br />proposed measures would most likely take place within existing rights -of -way. I Iowever, should construction <br />associated with implementation of the proposed measures occur, new ground disturbance has the potential to <br />uncover unlmown resources.
