This impact would be less <br />than significant. <br />f) Otherwise substantially degrade water quality? <br />Less than Significant Impact. The Draft CAP is a policy document and does not directly involve any <br />activity that would degrade water quality. Implementation of the Draft CAP measures would enhance <br />pedestrian, bicycle, and transit connectivity, implement the Safe Routes to School Program, and encourage <br />the development of residential nodes near retail and employment nodes, which could increase surface runoff. <br />However, both construction and operation of future development would be subject to CEQA review and <br />would be required to comply with applicable regulations from the City and NPDES in relation to stormwater <br />pollution prevention. This impact would be less than significant. <br />g) Place housing within a 100 -year flood hazard area as mapped on a federal Flood Hazard <br />Boundary or Flood Insurance Rate Map or other flood hazard delineation map? <br />Less than Significant Impact. The Draft CAP does not directly involve the construction of housing. <br />However, the Draft CAP includes measures to encourage residential nodes near retail and employment nodes <br />to reduce vehicle miles traveled. Discretionary residential development associated with the Draft CAP would <br />be subject to project -level CEQA review, which would analyze impacts relating to flood hazards. <br />Additionally, the east portion of the City and the Santa Ana River and Santiago Creek channels are designated <br />as areas within a 100 -year flood zone.38 However, future development would be subject to project -level <br />CEQA review to analyze impacts involving flood hazards on a project specific basis. Therefore, impacts to <br />housing within a flood hazard area would be less than significant. <br />h) Place within a 100 -year flood hazard area structures which would impede or redirect flood <br />flows? <br />Less than Significant Impact.
