The transportation <br />actions in this CAP have been aligned with <br />the latest updates to the General Plan Circula- <br />tion Element. In addition, by promoting jobs <br />in areas such as energy efficiency retrofits, <br />the CAP supports the Economic Develop- <br />ment Element goal to "increase employment <br />opportunities for local residents." And the <br />CAP measures that reduce City energy costs <br />support the goal of "keeping taxes and fees at <br />a fair level competitive with those of compa- <br />rable communities." <br />Because the CAP will require approval of cer- <br />tain discretionary actions by the City, the <br />CAP is subject to CEQA. It is anticipat- <br />ed that the CAP will not have a sig- <br />nificant effect on the environment. 44 sj <br />The City plans to prepare an Initial <br />Study and file a Negative Declaration IS <br />finding that the project will not have a <br />significant effect on the environment. <br />Santa Ana Sustainability Leadership <br />and Accomplishments <br />In addition to the leadership demonstrated <br />through signing the Mayors' Climate Protec- <br />tion Agreement and partnering with ICLEI, <br />Santa Ana has already taken steps to reduce <br />energy use and emissions? These actions ad- <br />dress both the City -owned operations and the <br />wider community. Furthermore, Santa Ana's <br />baseline inventory shows that per- capita com- <br />munity emissions are already well below those <br />of peer communities in California. <br />Community -wide Initiatives <br />At the community scale, several initiatives are <br />underway that improve quality of life in Santa <br />Ana while reducing carbon pollution. Collec- <br />tively, these initiatives reduce emissions by <br />27,238 metric tons of carbon dioxide equiva- <br />lent (MTCOze) /year. The following describes <br />some of these programs. <br />Transportation and Land Use Plans <br />Within the transportation and land use sector <br />there are several measures that are currently <br />planned for, but have yet to be implemented: <br />The Santa Ana Regional Transit Center <br />(SARTC) is a focal point of transportation <br />in Orange County and co- locates <br />Amtrak, Metrolink, Orange County Transit <br />Authority, intercity and interstate bus <br />transportation, and taxi services. Santa <br />Ana received $3 million in grant funds <br />for two transit improvement projects — <br />the SARTC Master Plan and the Santa <br />Ana Boulevard Grade Separation. The <br />SARTC Master Plan is completed <br />and includes design of a <br />transportation facility, expanded <br />parking facility, and infrastructure <br />to support a fixed guideway system, <br />streetcar, and bus rapid transit. The <br />Santa Ana Boulevard Grade Separation <br />will improve pedestrian and bicycle user <br />safety, and reduce traffic congestion <br />along Santa Ana Boulevard. It includes <br />a railroad bridge that will accommodate <br />a multi -modal corridor for pedestrian, <br />bicycle, and fixed guideway components. <br />This commitment to long- range, <br />sustainable planning was one factor in <br />the selection of Santa Ana as a major <br />transportation grant recipient. <br />Throughout this section, the emissions reduction figures were calculated using the most up -to -date data available as of <br />September 2014. <br />75B -17 <br />
