ICLEI <br />members represent the most forward - thinking <br />and adept local governments that are work- <br />ing to make their communities more livable, <br />prosperous, and environmentally sound. <br />ICLEI provides a framework and methodology <br />for local governments to identify and reduce <br />GHG emissions, organized along Five Mile- <br />stones (also shown in Figure 1.1): <br />1. Conduct an inventory and forecast of lo- <br />cal greenhouse gas emissions; <br />2. Establish greenhouse gas emissions re- <br />duction targets; <br />3. Develop a climate action plan for achiev- <br />ing the emissions reduction targets; <br />4. Implement the climate action plan; and, <br />1 Introduction <br />5. Monitor and report on progress. <br />This CAP represents completion of Milestone <br />3. Chapter 4 of this CAP lays out strategies <br />for Santa Ana to use in completing Milestones <br />4 and 5. <br />This CAP builds upon a well - developed body <br />of goals and policies in the Santa Ana Gen- <br />eral Plan, including the Energy Element that <br />was first created in 1982. The Energy Ele- <br />ment identified goals to "reduce consumption <br />of non - renewable energy" and to "support <br />development and utilization of new energy <br />sources."
