Santa Ana Climate Acxtion Flan' <br />Per- capita Emissions <br />Emissions are often standardized based on <br />population to produce a per- capita emissions <br />estimate. Applying the City's 2008 population, <br />baseline emissions were approximately 5.5 <br />MTCOze per person. This is significantly <br />less than the per- capita emissions level of <br />nearby cities such as Laguna Beach in 1990 <br />was 13.0, Mission Viejo in 2008 was 7.25, <br />and Aliso Viejo in 2008 was 7.1 MTCOZe per <br />person. The City of Los Angeles, in 2004 had <br />emissions of 13.5 MTCOze per person .9 <br />Community-wide <br />Emissions Forecast <br />Community -wide GHG emissions were <br />projected for 2020 and 2035 under a <br />business -as -usual (BALI) scenario. The <br />community -wide BALI scenario estimates <br />future trends in transportation, energy, solid <br />waste, water and wastewater based on <br />SCAG forecasts of population, housing, and <br />employment for the City, and assumes that <br />historic trends in energy consumption and <br />waste generation continue. Future vehicle <br />miles traveled are estimated from a travel <br />demand model, consistent with the Orange <br />County subregional Sustainable Communities <br />Strategy.t0 <br />Forecast emissions by sector are shown in <br />Figure 2.3 and Table 2.2. Overall, community - <br />wide emissions are estimated to increase by <br />5% by 2020 and 11 % by 2035.
