Santa Ana Climate Action Plan <br />Currently about half of the 97 Transportation Analysis <br />Zones within the City have no retail uses. Development that <br />provides a mix of housing, commercial space, services, and <br />job opportunities close to public <br />transportation reduces dependency <br />on cars and time spent in traffic, and <br />more closely links residents to jobs <br />and services. Providing local serving <br />retail can reduce the need to drive for <br />retail needs. Employment areas that <br />include retail services also experience <br />higher levels of public transit usage <br />since workers are able to commute <br />by transit from their homes, with <br />services to meet their mid -day <br />shopping and eating needs in a <br />comfortable walking distance. <br />Transportation & Land Use <br />For this measure, the City will develop <br />an incentive program to encourage <br />more local retail development.
